Sarah Bowers looks forward to spending her Thirteenth Summer at her grandparents home in the small coastal town of Beaufort, North Carolina.

  However, the summer fun Sarah was so hoping for in the quaint seaside town is marred by menacing bullies who threaten to do harm to Sarah and those she most loves.

   The girl must decide if it is easier to stay quiet or if she should come forward and tell the authorities what she knows about a recent incident involving one of the older members of the community.
